- Men and Women aged between 18 and 29 years, except those derived from the Red Sename, in which case the age span is over 16 years.
- Be at least passed the eighth grade. (Certificate)
- No advanced training complete.
- not participating in the Learners and Special Programs in Trades Training for Youth, as 2009-2010.
- Credential Omil.
